New pricing procedure in target billing document from source billing document

I want to create a final billing document with reference to the provisional billing document. The final billing document should have a different pricing procedure. The document pricing procedure and the customer pricing procedure have been assigned to the correct documents and also have the pricing procedure determination been updated.

With all this done, the new pricing procedure is still not determined. Need help urgently
