Activation request from change log not found in DSO

We have data issue in DSO , some records are not updated into DSO active table.

The missing records from active table are present with ODSR_***** request in the change log table, but those records are not present in the active table.

And also the same ODSR_***** request is not found in the requests tab under "PSA Request number generated when request is Activate".

We can see other change log requests in the RSODSACTREQ table but the missing records with request ODSR_**** is not present in the the table.

Can someone please help what could cause the issue
