Person Responsible for Service Call

When you are updating a Service Call, you can assign the person responsible by selecting a user from the dropdown list for the Responsible field on the General tab.

The dropdown list shows all users defined for the system. Is there anyway to restrict the list of users that can be seen or selected in this field?
