Upgrade to IIS10

I'm not understanding this page

http://www.crystalreports.com/crvs/confirm/

I have upgraded through the Visual Studio developer versions, and always simply installed the CRRuntimes. Now I'm in Visual Studio 2018 creating VB.Net webpages on a Windows 7 64 bit machine, and trying to publish them to an IIS10 server. It has Framework 3.5 and 4.0 installed as well as the CRruntime. Currently 13.0.18.2192. We installed both 32-bit and 64-bit because that has worked in the past.

The reports run on the Windows 7 dev box, but when I click on them in prod, I get the waiting icon and the report never comes up.

No such thing as VS 2018.

To get CR runtime for VS 2010 -> 2017 go here:

Note the SP version for each version of VS
