shell system creation questions

I have a SolMan 7.1 (NW 7.02) system that is acting as the TDMS Central + Control system. The DMIS and DMIS_CNT packages are loaded with patches through #11. My sender system is CRM 7 (NW 7.4) with the same TDMS packages (but for 731+). I wish to create a new target system and create a shell system. So I installed a vanilla NW 7.4 WAS instance and also loaded the DMIS/DMIS_CNT packages.

I prepared the sender system with the SWPM sapinst tool to to the prep step of a system copy. It exported the ABAP directory to my export directory(/tdms_export), but only the DBSIZE.TPL file was created. There are no control files.

Further, I'm confused about the logical paths defined in FILE transaction...For the shell creation option, am I defining the same path on both TDMS central and sender system? If my export is on sender system is /tdms_export, and it dumps the files into that local file system, should I be copying that directory over to the TDMS central system into the same directory (/tdms_export)?

In the TDMS package, I've got the system landscape setup and am at the step to 'assign environmental parameters' but get error: "Error in fetching the physical path from logical path". So it looks like my problem is two fold - 1.) the control files weren't properly created from the system copy source system prep step and 2.) The TDMS activity in the package is failing with path names.
