Crystal Reports for Visual Studio - Confusing blog. Is this product free or not?

The SAP Crystal Reports, developer version for Microsoft Visual Studio download page indicates that the product is free. I am assuming that this would include the ability to create reports within the Visual Studio IDE, and distribute them as part of a solution, without having the full Crystal Reports client installed. I have used Crystal Reports previously, and know how it used to work, and perhaps something has changed.

I have downloaded and installed the .MSI, and I cannot see anything within Visual Studio for adding a new report to a project, or creating a new reporting project. The blog for these tools has a line which says:

Please note: To integrate “SAP Crystal Reports, developer version for Microsoft Visual Studio” you must run the Install Executable. Running the MSI will not fully integrate Crystal Reports into VS. MSI files by definition are for runtime distribution only.

I have no idea what that means, as the only thing available for download is the .MSI file, there is no "install.exe" anywhere.

Perhaps I am just missing some documentation. All I know is that I have installed the "CRRuntime_64bit_13_0_21.msi" file (multiple times) and I can't see anything within Visual Studio.
