Reason behind running Payroll from APRIL

Hello Gurus...

Can anybody tell me, If SAP is implemented in the mid-year why should you run the Payroll from APRIL.? I do know, its for taxation purpose. But can anybody give me more insight on that. I need to understand the concept behind it properly.
