How Change Subject Text for Password Reset Notification Mail?

change notificationTexts.properties in com.sap.security.core.jar and restart the portal.

That's correct. Follow the instructions in the help documentation and after updating the jar file on the server make sure to restart portal.

I have create an archive named "com.sap.security.core.util.notification.notificationTexts_es_CO.properties.

Where is specified a Java locale in the user profile?

The documentation says:

Example
Donna Moore has specified a Java locale en_US_Bronx in her user profile during self-registration. The UME first checks for a file with en_US_Bronx. If it cannot find one, it checks for a file with en_US. If it cannot find one, it checks for a file with en. If it still cannot find one it uses the default notification texts.

Application derives the locale based on the language that is defined in user profile as shown in your screen "Language". Create a new local file as per the file naming convention and upload it to the jar file in the specified local in the file( either you can user utility to update the jar file or zip utility should work).
