personnel no

Hi all

Iam writing an rfc using infotypes using personnel no..when i go to pa30 and if i want to create and employee the personnel no is already created..is there any way that i can enter new personnel no..or is there anyway that i can retrieve country code instead of using personnel no.so that i will get all the details of that records belonging to that country.
