Example, Company has different businesses in different states in USA. Can each state have a separate legal entity? or You can have only one legal entity per country?
If no, then Can Business Units behave like Company code in SAP? If yes then I guess i need only one legal entity and define two business units.
Appreciate your guidance on this.

You can have multiple legal entities in a single country. These are not randomly generated though or necessarily broken out by state. A legal entity is a legally registered corporation/association/partnership/trust etc. The finance department of whichever group you're working with will likely provide you with a list of their official legal entities as they do tax reporting for each.
