Automatic Activation of change list

HI All,

I have two questions regarding Change list.

1) User "1" has imported one TPZ file, does user "2" have the rights to activate it in the Change list.

2) Is there any way to achive automatic activation as soon as you import a TPZ file in IR or ID with out manual activation.
