Hi,Specialsts.
I have been about to do upgrade, and I investigate concerning
the primary factor of estimate.
Please disregard the presence of worker's skill and similar case this time.
[Factor]
1.Range to be changed (SAP/OS/DB/Tool/HW etc)
2.Number of I/F
3.System scale (DB size)
4.Number of SAP modules
5.Number of jobs
6.Number of Add-on
7.Cluster or non-cluster
8.Unicode conversion is necessary or not.
9.32bit→64bit conversion is necessary or not.
10.The investigation regarding the version which is made present version and
the target
ex)Can it shift to the version made a target by one time?
Is it a composition that can be operated?

Check the official upgrade guides first:

There you will find many of the points you mentioned in the preparation step.
I´d go, if possible, to 64bit and also consider migration to Unicode. This will help you in avoiding trouble with memory and with languages/codepages. Successors of ERP 6.0 will only be available to 64bit and Unicode so doing that step now is the best approach.

What is your current SAP/OS/DB etc)
2.Number of I/F
What do you mean by I/F? Please elobrate.
3.System scale (DB size)
Upgrade doesnt depend on db size please let me know the no.oc clients you have into your Production.
4.Number of SAP modules
Check if you have implemented HR module as lot of care to be taken then rest is fine.
5.Number of jobs
It depends on lot of factors please elobrate again.
6.Number of Add-on
You please let me know current addon you use?
7.Cluster or non-cluster
Is it a high avialablilty system.
8.Unicode conversion is necessary or not.

9.32bit→64bit conversion is necessary or not.
if you want to increase the performace then yes 64bit is recommended.
