Production Line mapping issue in S4Hana PP

Dear all,

Please guide me with the Below Mapping issue,

Our Client manufacture leather apparels, they have Seven production Lines and it's not a repetitive Industry but MTO scenario. And they check which production line will over early and start production order in that Line, if a particular production order is started in a production Line, they won't Change the Line till the order completion of whole Quantity. So there's no chance of changing Lines inbetween. But in that production Line, if order Quantity is high and say if the third operation in that Line seems to take more Time,then they share the work parallel among Two Labors.

Now how to map this production Line in Sap..? I referred Links related to Individual capacities, hierarchy etc.. even then am bit Confused and need clarity in this. My management had decided to go with S4hana PP and not AFS,FMS or PPDS

Please guide me through it.. so that correspondingly i can ask client to enter data in Master data upload templates...!
