question for define assessment in GI-CO-CCA

In Selection Criteria R/3 request me to input Cost Element when I select "Actual Costs" in Varable Portion Type of Receiver Tracing Factor.

I don't know the use of Cost Element in Selection Criteria. Could you please tell me ? Thank you!
