Some question about Sales Deal

Hi expert:

I have two question about sales deal.

1.In sales deal VB21-- > I find my Scale type = 'From' -->Now I want to change the Scale type = 'To'.But i don't know how to customizing.Who has the experience of this aspect?Thanks.

2. Scales structure:

Scale type Scale quantity Amount

From 100 30

200 28

500 25

My own understand; if customer buy 100-200pcs prices will be Rs.30/ unit

if he buys 200-500pcs it will be 28/unit.if he buys +500pcs it will be 25/unit.

Now i have a question about limit value.(eg if he buys 200pcs, he will be Rs 30/unit or 28/unit?)Thanks.
