Business Partner in a "mixed" landscape


one of my customers has just started his transformation program from the "old" ECC to the new S/4 world. The customer has chosen a multi-step procedure due to his complex process landscape and will start with a scenario with SAP ECC 6.0 as the ERP backbone and greenfield S/4 Finance. The whole transformation will take up to 4 years, with different intermediate steps like moving SAP RE to S/4. At the end the ERP will be transformed in a brownfield approach to S/4. The business partner concept is not in place in ECC. The customer has not yet planned to use the BP in ECC (I assume he has underestimated the effort and its impact on the activities for step 1) and considers to introduce it in the final step when ECC content moves to S/4.

Any experience/advice from you experts what the best approach is? Are there any road blocks ahead if we continue with the assumption that with the last and final step the BP will be introduced in ERP processes? Are there potential other options?
