how to set up workflow inbox & what is the business object for WBSElement?

Can you please let me know how to set up the workflow for the following sceanrio?

The sceanrio is : if the budget crosses certain limit, against a WBS ELement in PS, the user should get a message in his inbox.

What will be the business object?

Pl advise.
