SFP - Import a PDF file

Hi,

I need to import a PDF file with SFP transaction.

I do the steps like the manual, transaction SFP, choose Layout tab; Choose Tools -> Import.

But I can't see the options above Tools menu, and the same for Palettes and the other menus.

nothing show.

Can you tell me the reason for that?
