unable to deploay sp 13

Hi

We have sap netweaver 2004s EP 7 SP 13 on windows 2003 mssql 2005 DB .

We try to upgrade our system from SP 12 to SP 13 .

All the packages deployed successfully except CAF 13 .

When we try to deploy the package with the JSPM or SDM we get this error :

"The error occurred while trying to load "com.sap.caf.rt.security.acl.impl.condition.ConditionVo".

(message ID: com.sap.sdm.serverext.servertype.inqmy.extern.EngineApplOnlineDeployerImpl.performAction(DeploymentActionTypes).REMEXC) ".
