Access Sequence lines "grouped" in Purchasing Output Determination

We have an Access Sequence Z001 for Output Type ZNEW in our 4.7 Production environment. It has nine accesses, three of which have requirements, the others none : Access Sequence Z001

When creating a Purchase Order, the Output Determination Analysis shows the Accesses in two groups; those with requirements, and those without. I.e :

There is an identical situation in one of our other SAP systems, running ECC 6.0, whereby four accesses are "split" into two groups, depending on whether there is a requirement or not. I am inclined to prototype using a dummy empty requirement just to prove the theory, but I would appreciate any feedback/advice from the users out there.

N.B. I have only ever noticed this with Purchasing output, it certainly does not occur in SD.
