Create account 641000 for 04.11.2007 as a cost element in controlling area

When I am trying to post GL account 641000 it is giving error message cost element should be created for 04.11.2007

but the issue is already cost element created

but it is giving the same message.

it is even giving message delete auxilory account assignments in cost objects

so give me the solution
