requisitions allowed only in base UOM

Hi,

Why SAP allows entering PRs in base unit of measure only.If I am planning to buy some low cost items which I have maintained in base UOM as ea but when I procure I intend to buy it in ordering UOM dz.

Why this is not allowed in PR
