Invalid characters in 0TCTUSERNM

When attempting to load BW Master Data, I am getting an error loading OTCTUSERNM : "Value 'BP1CLNT200$STRUCT_CHG' for characteristic 0TCTUSERNM contains invalid characters."

Does BW allow the creation of usernames with underscores and then does not allow that characteristic value to be loaded?
