Validate Users on Querys

I have a requirement where its an upgrading project which requires

In a Ztable there are some list of SAP user id where only these users should have access to edit the queries and other should not. Kindly provide me the coding by just putting the sample names for the users and for the queries.

Pls tell me if you dont unstd the question
