PPDS Optimizer not considering Alt Modes

Experts,

I have 2 Alt Modes set up on the PDS to the primary in PPDS. After creating the Planned Orders initially, to test the Alt modes being considered on the Optimizer run, I created a NO WORKING time on the resource. As expected, all the Orders got pushed to the end of the non-working window.

Now, when I execute the Optimizer, with the 2 Alternate resources as a part of the Optimization Horizon, I expect the Orders to be moved to those Alt Resources/Modes, however, the Orders stay put. On the OPT Profile, in the RESOURCE PROCESSING tab, I have the Lowest Mode Priority set to Blank & the Lowest Priority Modes set to 0- Choose a Different mode.

Note: None of my planned orders are FIXED & they are all completely within the OPT date range/horizon.

Clueless on what am I missing. We are in the S4-1610/PPDS landscape, but that hardly makes a difference for this scenario.
