A lot of what you are asking for is standard SAP via dynamic modification (DMR) and using severity levels. It really depends on what you mean by level of testing. This means different things to different people.
Have you reviewed dynamic modification? If not, please do this first as it is standard SAP functionality. Then come back with questions. This basically sounds like you have a user requirement and but no experienced people to propose a solution. While we want to help, we like to have more detail and understand the actual problem. If you haven't researched and understand DMR's it'll be hard to help you anyway.
