Why my SAP CAL instance on Microsoft Azure stay on Prepared status several days long ? Then I cannot use that instance to log to the Cloud Appliance Library.

Have you already increased the quotas for your Azure subscription. If not, please see How to increase the quota for your subscription in Microsoft Azure portal?
