Multiple RA Verion and running RA at different wbs level

Hello Everyone,

I have a requirement to have two RA versions. Version 0 should only run RA for all billing element other than highest level. Version 1 will be for only highest level. How we can achieve this. I tried to change the parameters, in OKG3 under project structure, but it does not work.
