We use
ps -ef|grep -i disp
to check it's up or NOT.
There is any other way?

SAP Provides a web based interface to monitor the SAP Web Dispatcher. You can probably download it from the marketplace
Filename is icmadmin.SAR
Unpack it to the SAPWebDisp_## Directory
Once unpacked, you can call on the Web Admin interface using the url
http://<server>:<Dispatcher Port>/sap/wdisp/admin
