Hey nagarjuna,

If you have installed a new system then,

1. Check in your Visual Adminstrator all the servecis are up and running.

2. Update the cache by sxi_cache (full cache referesh)

Generally it takes time, if it is new installation. If, after cache updation it is not opening the IB, then Restart the server and then check.

I hope you haven't miss any step of cache updation, because it seems a cache updation problem.
