I just purchased Crystal Report XI Developer, I have it installed, but I still can't figure out how to convert the .rpt file to an .lcmbiar file?

1. Please do select tags correctly, I have fixed your tags for you this time.
2. You cannot convert crystal reports to lcmbiar. RPT files are reports and lcmbiar file is archive created by promotion management application in CMC.
3. If you want to put your rpt files into lcmbiar, they have to be published into Enterprise/BOE first, so that you can then use Promotion management to export them into lcmbiar.
Please do read Admin guide and things will be clearer.

Crystal XI Developers is 10 years old. Upgrade CR Designer to be the same version of BOE you are connecting to. You can't mix them.
You cannot export a report to BIAR format, that option is only available in BOE.
From the Promotion in BOE on the old system you would select New and select the new BOE System, you can set the output to be BIAR format or send it directly to the New BOE Server.
It would be better if you log a case in SMP and work with a Rep to get this working for you.

Joey thanks for that answer, but my problem is that the Promotion Management tool in CMC only allows us to import .lcmbiar files. The error says: Select LCMbiar file from file System. All of our current reports are in the .rpt format. So what can I do to convert an rpt to an lcmbiar file?

It's not really a "conversion". The .lcmbiar files are archives of one or more objects, and created with the Promotion Management application in CMC.
