We are in R3 46C SR2 with database oracle 9208.
tablespaces are in dictionnary.
Do we have tablespace ORACLE in localy managed before ECC migration ?
could we stay with dictionary tablespace

I do not think that this is mandatory.
I am not sure since when SAP has implemented this feature but in general you should activate it anyway.
There are many advantages you have with Oracle 9/10 and one is the local managed tablespaces which helps you not to reach the max extents error (tables/indexes) and you only have to extent your tablespace while not managing all your free fragments (better space usage).

btw: we have done an upgrade from 3.1i to 4.7 some years ago and perhaps will do another one in the future to ECC xx but because our tablespaces are several GB (TB) this would be an impossible reorganisation.
