Can email field be set as mandatory when creating a user?

As per security rules in my company, email should be mandatory when creating a user in any system. In my BO system it is not (you can leave the field empty and the user is created without problems) Is there any way to force/configure this field to be mandatory or any SW version (future) where you are considering this?
