SAP Crystal report compatibility & Error 1909 HRESULT -2174024770

I am trying to install SAP Crystal report V13.0.21(*msi) manually on client machine (windows 8.1 64 bit) receive the following error message:

For Windows 7, Windows 8, Windows 8.1, Windows 10:

Please tell me , is SAP Crystal report compatible with windows 8 on-words?

Try SP 22, there was an install issue on Windows 7 32 bit. none for those other versions though.

I've never seen a 1909 error before, that error is being returned by MSIExec.exe, see what that error is and suggests as a fix.

Error suggests you don't have permission or your AV software may be blocking access.

Try running the setup.exe by right clicking on it and select Run as Administrator.
