Is there a tool to independently convert ​saplogon.ini to SAPSUILandscape.xml?

We currently have three files leveraged by SAP GUI 7.40 patch 10. These are saplogon.ini, sapmsg.ini, and SapLogonTree.xml. I want to bundle SAPUILandscape.xml with my SAP GUI build.

The workaround during a new installaton could be, place the three files in %AppData%\SAP\Common. The default location for the configuration file is: %AppData%\SAP\Common\SAPUILandscape.xml

The next step is, lets do the migration steps via the migration tool. The tool will do the steps during the first start of the sapgui. = Migration of Configuration Files to the SAPUILandscape.xml

That only will work in the case of a new fresh installation of OS and SAP Gui 7.60
