Fixed bin data removed; however, replenishment suggestion still populates

I'll do my best to describe the situation.

I will clear fixed bin information in material master for a number of materials. Immediately after and at the end of the day before I head home I will check to confirm we do not have a replenishment suggestion.

The next morning when I come in I have suggestions for SOME of the materials I cleared bin info from. We have a background program that runs overnight. I cannot determine what is populating the suggestions.
