No authorization in export design and config objects

Hi,

we have 3 systems DEV,TEST,PROD once developing is over in DEV environment we will transport the objects using CMS. when i am trying to export the objects it saying " NO authorization for this action ". we tried all the roles , its working only if i have J2EE admin role, but for remaining roles its not working.

Also CMS developer role also doesn't work. Please let me know is there any way to Transport objects with out J2EE role.
