Getting Error 403 Bad Request Using ExecuteRESTService

I'm trying to post to an AWS endpoint using the WebServiceUtilities.ExecuteRESTService but I keep getting an error 403 bad Request:">

The Communication Arrangement is setup (see image) - Authentication method is set to None.


The code below is called when a Customer account is saved. Basically just want to notify and endpoint that this has occurred.
