Adaptive Job Server going to pending state even though it is in running and enabled state

In our environment we have Adaptive job server which is always in running and enabled state. Even though the Adaptive job server is running and enabled state; some jobs which are scheduled to run never gets scheduled as expected due to Adaptive job server going to pending state. We have created a new AJS and assigned some specific jobs to the newly created server; but we have to disable the job server; since its causing failure to other jobs. There is a job which is scheduled to run daily at 8 PM PT ;if this job doesn't kick off, Admin team gets a mail and they starts adaptive job server to make sure schedules work. As an interim solution we are monitoring 8 PM job. Any solution other than waiting for the mail to confirm all the schedules go smoothly.
