Hi Atul,
Just create a folder and copy sapwebdisp.exe, icudt30.dll, icuin30.dll, icuuc30.dll in it.
Then goto command prompt & run command
1. sapwebdisp -bootstrap
2. It will ask for rdisp/mshost (Give hostname of msg server)
3. Message server port ms/http_port
4. Unique Instance Number
5. Http port for web dispatcher
6. Create configuration for medium system
Now Web dispatcher is created.
To start dispatcher again run command : sapwebdisp pf=sapwebdisp.pfl
Or create a service for it.
Note: If you manually run command on command prompt dont close the window, which will also stop the web dispatcher

Hi Atun.
Please read the SAP installation guide of Netweaver 2004 and 2004s because this is with Java flavor so i believe you can find your web dispatcher config.
Here is the link: http://service.sap.com/instguides
Hope this helps.
