Appropriation request issue

Hi SAP experts,

I need help with an issue involving approp requests/projects:

1) There is an Approp Request created and I did not release.

2)There is a Project created and I did not release and did not budget it.

I managed to create a PO and could save it normally without a problem. I shouldn't be able to requisition against an Approp Request that was NOT released or an unbudgeted Project.

Any ideas why it happened ?

    Check that your inv program is assigned to a budget profile.
