Change no active for Controlling level for material during creation of product cost collector

Hi,

I created a material (finish good) with BOM, Routing and Production Version (repetitive manufacturing). While creating first Product Cost Collector (PCC) with KKF6N for that material there is no option to change controlling level for material - selections option is inactive (grey), production version is preselected. For the second fresh created material (incl. bom, routing and production version) in the same controlling area, controlling level could be changed (selection active). Probably some entries differ between these two materials but I cannot identify them.

Maybe there is any field/object in master data, BOM etc. that determines if controlling level could be active or not. I stress again - there is no existing PCC for that material. During the first creation of pcc I want to have a choice to change contolling level for material.
