I also asked once SAP why there is no CAL, but apparently there is not enough demand. They told me that in the future it might be an idea to look at Hana S4 trials, see link below:
I don't know if this version also already available as a trial and it also depends on the scenario's you want to run. Shipper scenario's are possible as far as I understood, but LSP scenario's (no possibility to create a forwarding order) not.
I know this is not the answer you are looking for, but this is the only information I have. Let's hope you get some good suggestions from other members.
