After upgrading GTS to v11, manual assigned ECCN code/license automatically deleted by system

We upgraded GTS system from version 10.1 to 11 on Sep 10. But after upgrading, we found the manually assigned ECCN code/License on sales item will be automatically deleted by system when this SO is changed in SAP ECC system.Any suggestion and comments are welcome!!
