For accessing the WebDynpro Content Adminitrator and the WebDynpro Console, one has to be granted with:
"... administrator rights for the J2EE Engine or SAP Enterprise Portal and can access a System Landscape Directory (SLD). ..."

From the screenshot I see its "Web Dynpro Tool Application". Can you please tell me the query that you have "role or action that can be assigned instead of administrator to make the applications accessible.", is it specific to Web Dynpro Tool Application or do you use Enterprise Portal also and you want the same role/action for portal as well ?
