I want to pursue a SAP SD or IS-Retail module in UAE, please let me know the procedure to apply or start the process for the Certification & the fees for the SD & IS-Retail module.

Please go to training.sap.com and search for certification - you can search yourself by UAE

I don't see IS-Retail in UAE - https://training.sap.com/certification/c_isr_60-sap-certified-application-associate---retail-with-sa... - some exams are offered online
