Error Activating Technical Content for BI Admin Cockpit

I am attempting to use Transaction RSTCC_INST_BIAC to activate technical content for the BI Admin Cockpit. I have read and followed the directions in Note 965386. However, I get the following error whenever attempting to run the transaction:

E:RS:062 0TCTAGGREG DB1CLNT600 D

Obviously there is something wrong with 0TCTAGGREG. If you click on the Help when you get this error, there is no additional information. There are also no errors listed on ST22 or SM21. Does anyone know how to resolve this issue or track down more information on what might be wrong?
