CR not working in visual studio 2017

I have just installed CR 13.0.21 to VS2017. But when I added new CR to my solution, a VS2017 showed message like that:

I restarted VS so many time but this message still appearing and I could not create any report. Could anyone help me?

Hi

CR 13.0.21. CR 13 means Crystal Reports 2013? If so, then upgrade Crystal reports to the latest , which is 2016 sp04. I do not have the PAM list here, so cannot check, but I suspect incompatibility can cause this.

Hi Mister, Version 13 in this case is the .NET SDK runtime version and not CR 2013. CR for VS is the runtime for all versions of CR from 2011 and above.

Make sure you install by right clicking on the setup.exe and selecting Run As Administrator.

Try a Repair install on VS and CR for VS may work and be sure to install the EXE into VS, do not use the MSI's on your DEV PC.
