Hi,
User by mistake cancelled the export declaration in SAP GTS instead of sending to custom system for cancellation.
How to reset the status back so that user can send the request to custom system for cancellation.
Transaction /SAPSLL/CDOC_STARES does not work in this case.

There is no Standard way to reactivate cancel Declaration but can be reproduce as suggested by Dave.
But if Dave’s suggestion is not feasible in your case and if there is chance to get SE38 debug access than there is workaround to go out of way and can reactivate the cancel Declaration by changing the status directly at Table Level ( Table /SAPSLL/CUHDSTA ).

You cannot re-set a cancelled declaration. The system should warn you of that, and the need to cancel with the customs authority, before you cancel the document - up to the user, if they want to ignore the warning!
But a cancelled declaration can be reproduced by sending another proforma billing document from the feeder system. Then you can perhaps send the new declaration to the customs authority as a cancellation request - depending on the Legal Regulation, you might have to manually over-write the UCR to match the "old" one before you send the message.
