In August 2017, SAP decided to not offer installation files for SAP Netweaver 7.31 Trial version anymore.
What options do you have for individuals who want to learn SAP and are limited in resources?

I do agree that the fact that there isn't a ready-made ABAP sandbox is a major downside. However, there is a trial version of the WebIDE that you can learn SAPUI5 on.
